Celebrating the Renovations and New Chapter of Council Towers North and South

Isn’t it grand! EHDOC staff along with Miami politicians, dignitaries and development partners gathered on Thursday, November 12, 2025 to celebrate the Grand Re-Opening of Council Towers North and South at a beautiful luncheon held at the property. Built in 1979, Council Towers North and South are located in Miami Beach at 1040 Collins Avenue. The buildings contain 250 apartment units.

The five-year rehabilitation began in June 2020 with tenants in-place and was substantially completed in the fall 2025.  Funding sources came from equity derived from the sale of low-income housing tax credits issued by Florida Housing Finance Corporation to a private investment partner firm, tax-exempt bonds issued to finance construction from Housing Finance Authority of Miami-Dade County, a construction bridge loan held by EHDOC, a permanent 40-year loan from HUD’s 221(d)4 affordable housing loan program, and a long-term seller note held by EHDOC.  

Speaking at the event were EHDOC’s President and CEO Melanie Ribeiro and Chief Development Officer Roland Broussard. Miami dignitaries in attendance included Miami Beach Mayor Steven Meiner; Gloria Campos, Liaison to the Mayor’s Office, City of Miami Beach; Kevin Sanchez, Administrative Officer at the City of Miami Beach; and Cheree Gulley, Executive Director, Housing Finance Authority of Miami-Dade County.

Council Towers Staff included Community Manager Jack Cline, Service Coordinators Maria Martinez and Antono Sixto Acea, retired Council Towers Administrative Assistant Enilda Thomas, and Regional Service Coordinator Manuel Del Valle. EHDOC Home Office staff attended as well. Purple balloons filled the Community Room with EHDOC colors, along with purple and white tablecloths and candle centerpieces surrounded by baby’s breath and purple hydrangeas. 

On March 5, 2026, residents of both Council Towers North and South came together for a festive Cuban-catered lunch, complete with lively entertainment. A talented resident kept the energy high at the turntables, and another captivated the crowd with a beautiful vocal performance.

The celebration was made even more special by the presence of distinguished Miami Beach dignitaries, including Mayor Steven Meiner and other esteemed city officials who joined the community for the occasion.

Both luncheons were meaningful celebrations reflecting EHDOC’s ongoing commitment to reinvesting in its communities and delivering secure, high-quality housing to meet today’s standards.
