EHDOC is celebrating an exciting step forward in expanding affordable housing for older adults with the approval of 9% Low-Income Housing Tax Credits for Edward and Cayetana Romero Terrace II in Albuquerque, New Mexico. On May 20, 2026, the Housing New Mexico Mortgage Finance Agency Board of Directors unanimously approved EHDOC’s application, along with a $3 million construction and permanent loan to help finance the development. Representing EHDOC were President & CEO Melanie Ribeiro, Chief Development Officer Roland Broussard, Development Manager Lisa Rucker, Development Analyst Shayan Hussain, and Ambassador Edward L. Romero, who proudly joined the team in support of the project.
A Community Built on Legacy
The project carries special meaning for the EHDOC family. During the Albuquerque visit, a conversation about Ambassador Romero’s beloved late wife, Cayetana, inspired the decision to name both Albuquerque communities in their honor: Edward and Cayetana Romero Terrace I and II. Ambassador Romero, a longtime Albuquerque civic leader and former U.S. Ambassador to Spain and Andorra, was also recognized during the meeting for his service to the community and the nation. He used the moment to emphasize the continued need for affordable senior housing and the importance of expanding EHDOC’s mission in Albuquerque and beyond.
Expanding Affordable Housing in Albuquerque
Edward and Cayetana Romero Terrace II will add 51 new age-restricted apartment homes, including 42 one-bedroom and nine two-bedroom units. The development will be located next to Edward and Cayetana Romero Terrace I, which has remained fully occupied with a waiting list since opening in 2010. The new community will include a spacious community room, health and wellness office, service coordinator office, business center, common-area Wi-Fi, laundry facilities, controlled access, and onsite security. The development will primarily serve adults age 55 and older with household incomes ranging from 30% to 70% of Area Median Income. Twenty percent of the units will also participate in the Section 811 Project Rental Assistance Program, supporting extremely low-income people with disabilities.
Guided by our principle of “Housing with a Heart,” this Phase II expansion represents another important step in EHDOC’s commitment to providing high-quality affordable housing, supportive services, and communities where older adults can live with independence and dignity.
